Such a document is usually formed on the basis of qualification characteristics contained in the relevant reference books, such as the Qualification Handbook of Positions of Managers, Specialists and Other Employees, approved by the Resolution of the Ministry of Labor dated 21.08.1998 No. 37.
For employees hired for blue-collar positions, their job responsibilities are usually determined using uniform wage and qualification reference books of jobs and professions of blue-collar workers in the relevant industries. Instructions developed on the basis of these guidelines are often called production instructions, although within an organization they can also be designated as job instructions for the purpose of unification and simplification of internal documentation.
Companies also follow professional standards when creating job descriptions.
This manual is an internal document job seekers database of the organization, therefore the employer is obliged to familiarize the employee with it upon hiring against signature before signing the employment contract in accordance with Part 3 of Article 68 of the Labor Code of the Russian Federation.

It is important to note that there is no officially developed standard template of job description approved at the legislative level. Therefore, organizations can create the document form themselves, taking into account their needs.
Typically, a standard format includes at least four sections:
"General Provisions".
"Job responsibilities".
"Rights."
"Responsibility".
If necessary, they can be supplemented with other points.
The document is printed in one copy and signed by three parties: the head of the department, who supervises the performance of the marketer's job duties; the employee himself, who confirms with his signature that he agrees with the duties assigned to him; and the head of the organization.

At the top of the page, on the right side, leave a few lines for the company manager to sign the instruction. In this section, you must indicate the manager's position, the company name, the full name (surname, name, patronymic), and also leave two lines for the signature with a transcript and the date. A little lower, in the center of the page, place the title of the document.
General Provisions
This is the first section of the instructions. It includes the following information: what category of employees the marketer belongs to; the required qualifications; the level of education; the required experience and length of service. This section also specifies the procedure for appointing, dismissing an employee and temporarily replacing him/her in the event of absence from the workplace. Information about the marketer's immediate supervisor is indicated without specific mentions of names.
This section also includes a list of laws, rules, internal documents and regulations that must be read by the specialist, as well as the principles and methods of work that he must follow.
