After selecting the federal state of North Rhine-Westphalia and the administrative district of Detmold, I get the choice between the districts of Gütersloh and Lippe. I am happy that I can fill out an online form because that is exactly what I expected.

The services offered are therefore heavily dependent on the respective federal state and administrative district. A filter function based on administrative districts or counties would be much more user-friendly here, especially since the portal was designed to be user-centric.

Personal conclusion

I can see the OZG as the beginning of a sustainable and digital transformation of the administration, but it still needs a few updates to create a continuous process of improvement. Similar to hardware at home, which needs continuous updates, the digitalization of the administration also needs these. In my view, there is also a need for more active information for users about which functions are available online and could possibly replace their next appointment with the municipality or city.

Especially in the past few years, which have been marked by crises, administrative services were implemented quickly within the framework of the OZG, for example to make infection protection services available online. This proved that digitalization can be the fastest and safest way to find a solution in such cases. In principle, the first functions are usable for me as a user, but the performance in terms of user-friendliness of the federal portal leaves a lot to be desired and there is room for improvement. For example, I would like to find only one entry for each service in the federal portal, which I can then filter according to my wishes or by federal state, district, municipality.

Nevertheless, in my opinion, we are on the right track here and will happily continue on this path this year. On December 14, 2022, the BMG announced that there will be a follow-up law to the OZG in 2023. The OZG 2.0 is intended to consolidate the structures created so far and offer the opportunity to successfully complete many more digitization projects. It remains exciting because the modernization of the administration is underway and offers users many new opportunities.
